Found this earlier which is scary. The British Infrastructure Group said foreign visitors get better coverage, as they are not tied to any provider, so can use the strongest signal. The report said 17 million customers had poor reception at home and it named 525 areas with non-existent coverage. Phone companies insist they are working hard to make their coverage better. Which in real speak means they are doing nothing. I beleive they say it is too complex to allow roaming in the UK. Although the planning departments must take some blame as the process for getting permits approved is too long, I think it takes 18 months to build a site.
I also cannot get signal at my home in England. We had to buy a booster that uses our Internet as there is literally none around, even though plenty of people live where we are. If you check the signal maps, all coverage is good to excellent ... yeah, right!
It's exactly the same if a Brit roams in Europe, the USA, anywhere. And the same if a French mobile roams in Italy or Germany.
Look up Project Beacon, O2 and Vodafone entered into a mast sharing agreement back in 2012. This was rolled out nationwide over the following few years.

Normal countries keep hold of infrastructure and charge private rail companies to use it. Similar case with landline telecoms - which seems to be the case with BT being split into the infra and provider companies. I suspect that mast sharing is another thing altogether - the govt makes money from leasing out slices of the radio spectrum so they consider their job done and gtfo.
I and one or two others posted a link to the report on Three's and other mobile providers Facebook page as we were wondering why there had been absolutely no comment on the report. All the posts have been deleted so the silence of the industry speaks volumes.
