Would Windows 7 Home Premium 32-Bit be ok running on this machine:

    AMD Athlon 64 X2 4400+ 2.2GHz
    4GB 400 MHz DDR-DIMM PC3200

Definitely will work fine, that was a pretty high spec system back a few years ago!

It will run fine. Maybe a GPU upgrade or overclock if you plan to have 1920x1200 screen resolution to keep an ultra smooth experience, but it's fine (it won't be choppy in any case), and a small RAM upgrade for a smoother experience.

My old computer was the same as yours:
    - AMD Athlon 64 X2 4400+ 2.2GHz Soclet 939
    - 3GB of RAM 400MHz DDR1
    - Geforce 6600GT (and later upgrade to a Geforce GTX 260 - which I now use on my new computer)
    - ASUS A7N8X-32 deluxe - Nforce 4 32xSLI
    - Windows Vista 64-bit Ultimate and later Win7 64-bit Pro.

You should have a great experience with it.
