Windows XP restarts AFTER shutting down

My windows XP will proceed to shut down and then automatically (and mysteriously) restarts itself again after several seconds delay. This is not an error restart as I noticed the system completely shuts down. All activity has seized for a couple of seconds before it restarts again. I had to shut down my XP a few times (sometimes twice will do it, but somtimes up to 4-5 times) and only would it completely shut down.

I am totally baffled. Any ideas?

 

edIT: I have disabled all the wake up functions under BIOS but it is still doing it. Could this be a hardware problem instead?
