I'm looking for a new graphics card and since cost is an issue i could reall do with some advice. All the cards you've listed would happily drive a 24" display with settings maxed on all but the most hungry of games. The real question is how much longevity do you expect from your GPU? If you can afford it, plumb for the Ti, and when they're cheap, add another one at a later date if you upgrade your screen size to a more demanding resolution or twindows.
If you want good 24" gaming then go with the GTX560 TI, although I'd suggest finding a HD5870 on Ebay because they're quite cheap nowadays. Or a HD6870 if you can find one of those for a good tenner over the HD6850. Personally I'd grab a GTX570 if only because it's a smokingly fast card.
