    Nope [in my limited experience], certainly not with Ryzen 2 [i expect ryzen 3 would be the same]. 1st gen Ryzen was the fussy one.

    I would avoid that kit, instead you can look for the HyperX Fury 3200 C18 1.2V, or the Sniper X 3600 C19, or, the best DD4 kit you can buy, Gskill Flare X 3200 C14 (high binned b-die)

    Ryzen is picky with memory, and tuning the ram is the first way to gain performance, much more than OCing the CPU, and not all the kits will let you do a good tweak

    In general yes, just keep in mind they may not necessarily be complete or up to date, a new bios version may change things, some memory manufacturer may change what chips they use etc after the list has been written.
