    Might be the monitor, but try checking the refresh rate, if thats wrong for the monitor it can cause some weird screens.

    are you running ultramon? Ultramon did this to my monitor when I was setting up dual displays. Everytime I moved my mouse to the bottom of the screen the whole screen would move upwards. Had to restart to solve the problem. Can you adjust the screen size past that black area? Have you tried the monitor on a different computer?

    Have you moved *any* speakers towards the monitor? Looks like the lower magnet is being repulsed from somewhere.

    Have you had it on all night? Try to degauss the screen as this usually happens when magnetism is nearby your screen... and having a screen on for a long time makes it build up static electricity and magnetism of whatever...

    didn't really work.
    olso the black at the bottom is something i had to adjust ore else it would mirror.
