The base (required) specs are just Windows, a sound card, a disk drive, the internet and disk space. CPU, GPU and RAM are all optional

Somewhat expected - Ubi have been reticent about showing Watch_Dogs off to the public in anything but a very scripted demo or video form, which was hinting that the game wasn't polished or finished, and this as recent as Eurogamer expo. Clearly they need to sort out the final QA, and delaying is better than releasing a buggy turd to the public. If anything, it may mean more sales as they avoid the clash with Assassins Creed IV, Battlefield 4 and CoD Ghosts, and instead land in the relatively sparse post-Christmas period.
All they've done is listed the (pretty much, anyway) best CPUs available from both firms. I've seen game spec. listings do the same thing before. I'll wait and see some actual benchmarks first.
I would rather than delayed it than release a turd that needs a ton of patches to fix. Tough decision for the studio to delay to release a better game.
Maybe they're only doing it under orders from the console manus so it won't hurt console sales at launch? Food for thought....
They delayed the console version as well andy so unlikely. If this was strictly a PC delay you would have grounds but as its not you have none. The demos they have shown have been very limited in actual gameplay mostly timed demos that have been pre recorded. That along with some specs that just look like a kid had fun speccing up the maximum possible system leaves alot of room for improvement really. Its specs are higher than the recommended of crysis 3 yet it does not look as good in the demos that have been shown. Still Ubis record with games is pretty hit or miss. They have great games and they have shockingly bad games. Guessing this will be more Uplay nonesence on launch as well, Considering they still have not fixed M&M 6 in online Co OP I dont hold out alot of hope for a working on launch title.
