IIRC you need to use the shared basket feature, as opposed to the saved basket. The latter requires you to be logged in.
I think Scan's share basket link is bugged currently, as I tried sharing one for a friend yesterday and it did the same thing.
Basket works for me, but you seem to have two different RAM kits? Other than that titan black is a bit low end for a dream PC, surely Titan Z? Also I would be more tempted to get two of these 36 thread bad boys http://ark.intel.com/products/81061/Intel-Xeon-Processor-E5-2699-v3-45M-Cache-2_30-GHz
