So i just got a USB 3.1 card with Type C and the front panel 20 pin header works fine, reading my usb sticks no problem.
But the main rear ports (1 USB 3.1, 1 USB Type-C) are completely inactive.

the Controller in device manager shows as: "Renesas USB 3.0 eXtensible Host Controller 1.0 (Microsoft)"

It came with drivers on a stick that i tried but i think they have given me a load of drivers for all the products that factory makes, tried to install them all to see which one would work and one did, but made no difference (win 10 should support the card without divers natively anyway.

This is the card i got:

    Any help would be great.

Have you connected it to a power supply?

Edit: That image suggests it uses a SATA connector.

Disconnect the FP header... See if the on-card ports work... it could be an either/or type affair...

That or it's just ebay cheap ****...

You might have similar problems with the Inateck card as well.

It's all coming back to me but I seem to recall I had a lot of problems installing mine and they used Fresco Logic drivers irrespective of the brand name.

I have 3 different cards one of which will only give USB 2 speeds on my Socket 1366 system and none of them will install on a Socket 775 system. I seem to recall the installation involved a lot of swearing and rebooting and reinstalling as the installation reports a fail numerous times until they magically install.

I think, although not 100% sure now, that I got my drivers from here (right hand side of the page).

The problem might (might) be with your motherboard driver for your usb3.

I had to reinstall my usb3 drive on two gigabyte motherboards.

All my usb2 were working, but not my usb3.
I put my motherboard disk back in and opted for "install individual items"
Found the usb3 driver and installed it,and both my usb3 ports worked
