what OS are you running? If it's windows, it's all included. no reason it should adversely affect your web server as long as demand isn't huge.
use bullet proof ftp if your using windows, dont use anything that comes with windows for heavens sake, you wonder why microsoft has so many updates! all those holes, dont use em. BulletProof is a v good proggie to use for windows, if your in linux, gftp. Make sure that if you have a router between your cable modem and your pc (either a router or another pc that routes) that you setup the relevant port to forward to your pc, its simple enough, if you have a firewall which you really should make sure that you allow the port again, dont run without firewall as you'll find your machine being torn apart by some hacking group.

RPC the biggest exploit (MS gave a patch months before it came out) would still be there!? i really don't see your bashing, if your saying security by obscurity, then yes. But also ProFTPd is a much better program for linux imo. as for the question, try using something like google, to find sites like tucows which give you a nice raiting of software, there are a lot of FTPd (the d standing for deamon) out there, i'd recomend a site like that, because you've not stated youre requirements at all. How many users you'll have, how you want to controll access etc.
Microsoft products can be and generally are secure, it's the end user configuring them that mostly makes them insecure...
about 0-50 user and passworded folders in the main htdoc folder nothing big as long as i can dump my stuff into the htdoc folder from a remote site i will be happy passwording is not totaled need
If you dont know how to setup a FTP server then it says to me u also dont know how to secure a FTP Server. Spend alot of time making sure u can make it secure before installing or you will open ur PC to easy attacks
