    What uses do these development boards serve? I keep thinking kiosks and signs. Although perhaps they're a bit overpowered for the former.

    Low power embedded x86 system development :). You use the dev board to test out the capabilities, with the intention of building a complete integrated system down the road :).

    That's how it worked traditionally anyway; of course there's the hobbyist/modder aspect to it these days, in order to compete with the Raspberry Pi. Think totally custom HTPC: custom-build, or 3D print, your own case from scratch which houses a tiny PC running whatever OS/software you please. I highly doubt the gaming performance of the GPU would be up to much, but it'd make an excellent Steam Home Streaming client.

    Using an x86 processor gives you a hell of a lot of software/OS flexibility. EDIT: Not to mention the standards it supports like OpenGL, OpenCL, DirectX, etc...
