    Actually I put the blame squarely on the shoulders of companies like Valve who 100% knowingly let this happen and didn’t care until things started going awry. It’s bad enough that they started the trend of games becomes effectively slot machines, but the whole trading system is ripe for abuse. It was natural that betting would occur and they did nothing to curb it or curate things.

    IMO they should be landed with every possible fine and legal difficulty they should fall under.

    Why would they do anything before someone complains? They're a private company with shareholders, they earn cash with it which is a private entities' main priority. Just playing the devils' advocate here.
