It's not up to him. Whether anyone actually enforces the law if he tries it, is another matter. As it stands, Trumpton's term ends in January 2021. This is him laying the groundwork for questioning the validity of the result and refusing to concede any loss.

C'mon guys, ease up a bit. Don't tar all of them with the same brush. Not all are racists - some of them are just morons.
He's losing support from anti-maskers and anti-vaxxers now he's picked up a mask. He has to scrape the barrel in whatever way his person, woman, man, camera, tv head can muster.
Well his campaign has just spent $38k to air an ad... ...only on fox ...only in DC So they're totally 100% not having to massage trumpy boy's ego...
And Trumpelstiltskin has hit a new low: He is openly on camera telling Microsoft that they should bribe him to be allowed to buy TikTok.
No, no, this is what's known as a shake-down. Nice deal you have there, shame if something were to... happen to it. Of course, you should pay no attention to the distant charts of R I C O R I C O R I C O R I C O coming from the IRS.
So there are reports (admittedly liberal leaning) that Trump's appointees running the US postal system have been implementing "cost cutting" measures that are slowing down and impeding the service, allegedly in a effort to hurt mail-in voting. Apart from in the key state of Florida where elderly republican-skewed voters may favour voting by mail, and where Trump has tweeted that Florida has cleaned up it's act so mail in voting is safe in that state. I wonder how many other traditionally Republican states will receive the all clear from Trump? Conversely, he has initiated legal action against some battleground states in an attempt to block mail in voting.
We'll see in September when the Trump appointed Postmaster General hopefully turns up for his scheduled grilling by the House Oversight Committee. But given the length of the list of issues in the 2018 midterms it is to be expected that there will be more anti voting shenanigans happening this year as well. A leopard doesn't change it's spots and all that.
