Is this possible? I mean, I have a phone with Bluetooth support, and a Bluetooth dongle in the back of my pc. Can I be able to change the volume of Winamp for instance by using my phone?
Some phones, like my Sony ericsson z520a have device control that can do stuff like that. Check your manual.
There's no specific option in the phone. But I am able to install new applications on it, so getting the option on the phone would not be a problem. Only thing is, is there an application that provides me these functions?

go to www.sparkfun.com and search for "BlueTooth v1.2 DIP Module" with that and a blueooth dongle you can establish a serial connection to a device with that radio, what you do then is up to you.
When you're talking about the one I posted, here's the answer: As far as I understand you have to install the downloaded application on your phone. When it's installed you can use the application to do certain things on your computer. But your phone has to support bluetooth, and the pc you use as well.
