So both Huawei and AMD who both compete with Intel have been hit...

...what does Huawei make that competes with Intel? Intel's got bugger-all presence in telecom infra, though its Barefoot deal gives it at least something to offer, and it has long abandoned smartphone chips.
Huawei buys Intel silicon for the Matebook line, and only offer one budget model running on AMD.

Looks like the US are trying to find a way to nobble AMD server CPU progress, irrespective of where the chip fab. is intended to be used.
