When using capacitors in a circuit, does the voltage of the capacitor matter?

Say I'm doing an LED "fading" effect circuit, that uses a capacitor to "fade" the LEDs off... and I were to use a 16v capacitor... would the capacitor charge up to 16v?

Any help would be appreciated, thanks :)

The voltage spec is a rating for how much voltage the capacitor can take before the dielectric fails. It's a "do not exceed" figure, not an operating characteristic.

And no, you're not going to likely exceed that figure in a simple "throb" circuit, but you can't know for sure unless you have the specs in front of you.
