    The projects must be working PC's and can't have been completed before December 23rd 2012 (they can have started before this date though)

    Doesn't this mean no one can enter?

    Errrm nope! The projects must have been COMPLETED between 23rdDec 2012 and Dec 2013, so basically any time in the last 12 months. However, we are allowing projects that were STARTED before this period to enter too. So if a project was started in 2006 and finished today, that's fine.
