Customize start menu per users

    I'm trying to set up a laptop for multiple users ( a mom with two girls)
    and she wants me to set it up so the kids can't get into programs that they shouldn't
    get into (defrag, run, antivirus etc.). I want to remove them from the start menu so they cannot access them.
    Also the mom needs to have access to those programs.

    mom is setup as Administrator

    kids are regular users with parental controls on.

    OS is Vista

    maybe I'm just missing the setting somewhere, but im at a loss

    In XP, start menu content is set in the Documents and Settings area. D&S\username\Start Menu gives the user-specific stuff while D&S\All Users\Start Menu puts it in everyones, as the name suggests. I think the folders may be slightly different in Vista but I think the principle remains the same.

    There's also the control user applications tool (or something vaguely named along those lines) somewhere. I always delete it out of the start menu as soon as I get up and running so I have no idea where it is, but I expect that can do the same thing.

    For Vista they are located in the 'users' folder that can be found directly in your root directory (usually c:/). As for changing the start menu on the individual basis, this doesn't appear to be a possibility but I could be wrong.

    The start menu icons can be found under c:/programdata/microsoft/windows/start menu/ but I don't see a per user option.

    For Vista it's C:\Users\<USERNAME>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
