For just mucking about the Gsmart mini2 is quite good and only about £45 from ebuyer. No flash for night use, and onboard battery only lasts about a week so no good for holidays but memory holds about 40 photos. Its just for fun

The Enigma 1.3 has a power sapping LCD screen, flash, uses smart card memory and should give enough quality for 6x4 photos. Not bad for £99

If your friend really wants to use up his £300 budget, one of the 100's of camera magazines should give up to date reviews of whats on the market. For this price you can get a 2 mpix camera from a proper camera maker.
www.unbeatable.co.uk do some good deals on cameras. Don't get too caught up in mpix ratings, the conversion is not quite linear but a 4mpix camera is generating about 4 mb per photo. Only useful if you want to print big blow ups, but for that 35mm is cheaper.
