    So, the fan is taken out of the PSU for testing? Surely this significantly alters the noise it makes? A fan spinning in free air is going to be much quieter than one sitting right next to a jumble of components, forcing air through that jumble and out through some wire mesh, causing all sorts of additional turbulence.

    If this is the case it might explain many PSU manufacturers', shall we say "optimistic", noise specs.
