"Visually lossless" = "Lossy, but at a high bitrate so it still looks good".
Effectively the same technique as Nvidia and AMD (though I'm not sure if their non-lossless method is operated transparently as with Nvidia or if it still needs explicit invocation by the engine) are already using on desktop GPUs. I'd kind of assume this was a technique cribbed from mobile rather than vice versa.
Cool - this reads like the plot for "Silicon Valley".
