Windows Need help w/ winXP Permissions ::: making file server

Ok... so i'm trying to create a file server in winXP. Here is what i want to do.

-I want it setup so everyone on my network can view the file, but i DO NOT WANT them to have any write privileges ( i know how to do this )

-I want one computer on the network to have FULL ACCESS. I have a laptop that I primarily use and I want this computer to have write privileges ( i don't know how to do this )

So basically i want to be able to control my fileserver using only one other computer, and i want everyone else on the network to be able to ONLY view the files

I've searched google but i'm confused on how to setup permissions Guest, Users, and Admin. Can anyone help? Thanks in advance!
