I have following things: amd64 3500+ venice 128MB Leadtek PX6600 GT TDH xtreme, 500/600/1,6ns D/T, SLi, PCIe DFI Lanparty UT NF4 SLI-D, Soc.939/NF4 SLI/PCIe/SA/R/H8x/F/U2.0/2xGLAN 80GB 7200 rpm 8 MB cache maxtor 2x kingston 512 mb pc3200 ram pci tv/fm_card +1 casefan i´m currently codegen 400 w , but some people say that it isn´t good enough for my pc. sop which power supply should i buy? i dont want very expensive one. just powerful enough that i could add one more hdd a cd/dvd-rom and maybe some fans and leds and cathodes . and clock also oh and what´s wrong here http://www.zone.ee/jaanalind/lala/pang.jpg?2

400W should be enough, but more would leave room for expansion later. The problem in the pic is probably to do with your graphics, possibly not enough power, but if other higher spec games work, then its not that!
a true 400Watt psu would be fine, however if the one you have is a cheap one or if it came with a cheap case then it will be a peak 400W and probably a lot less for sustained load. I would say its well worth spending a bit of money and getting a decent 400Watt psu from one of the big brands, tagan, antec etc which should give you plenty of power to overclock with. When you look at the spec of a psu check out the sustained load figure, if they only quote the peak then its more than likely a poor psu. the problem in that pic looks like artifacting, its usually caused by heat or as someone else said lack of power. Does your 6600GT have temperature monitoring? if so then check the temps after a heavy gaming session or when the artifacts appear. If they are below 70 degrees then you should be fine and its either a lack of power or the card is faulty, in which case send it back.
That's caused by an overheating/overclocked GPU that... is your graphics card clocked? If so, back it off, or improve it;s cooling. If overclocked, reduce teh ram clock a bit first, and then see if it's as bad. If not overclocked, then check the heatsink and fan is not clogged up with crap and dust.
psu is cheap codegen, nothing is clocked. never have clocked. gpu temp is around 55 degrees celsius. and card does so only on high resolutions like 1280x960. below that it´s all OK.
It's possible it's a voltage drop problem then, it's just that artifacting like that is more common with thermal issues. With low volts, crashes and BSOD is more common. I suppose a high quality PSU is a worthwhile upgrade anyway, so you may as well go ahead with it.. at least you;ve illiminated it from the possibilities, and you'll be secure in the knowledge you'll have headroom for future upgrades.
Tagan get my vote. Have had issues with Antecs and droop under load (the last 2 both dropped a fair bit when heavily loaded) and this is the saecond OCZ powerstream thats needed an RMA... Having said that, both these supples (even the unit currently with a fault) are simply stunning... Have yet to mange to get either of them to budge an inch under load... Superb!
