About time, but not sure how this can actually be enforced?

Same way as anything else: if the retailer is breaking the law, you either take 'em to court or complain to the rozzers (realistically, the Office of Fair Trading.) The new Act also offers consumers the ability to enter into American-style class action lawsuits, and adds an independent arbitration system to try before things get that far.

The OFT don't exist any more, haven't since April 2014... It'd be the Citizen's Advice Bureau you'd have to speak to [if you can find one...]

I thought the Competition and Markets Authority replaced the OFT.

Only for certain things... to quote what was the website of the OFT [link] :

So for 'consumer problems', such as anything covered by the Consumer Right Act, the CAB would be your first port of call.

    I stand corrected, thanks. :)
If it's of interest to anyone the CAB has a page about them taking over from the OFT.
