    I am from the US and unfamiliar with the structure the communications industry overseas.

    Who are these people and what gives them the authority to fine anyone? It made me think of that episode of Chappelle's Show where he got a 55m contract. "BT: But the sign says $5". Ofcom: "That was the old price" *threatens BT with pistol*.

    Broadly speaking, they are the UK equivalent of the FCC...

    To quote ofcom themselves...


    In US terms this ruling would be along the lines of the FCC fining Comcast for failing to provide their advertised services and forcing them to compensate their customers for outages.
