Whats the best way to paint a case and what to use?

Take the metal parts all the way back down to bare metal?

I wanna use car paint can it be used on the plastic parts? if use plastic primer first?

I've just used matt black paint on the plastic (drive fronts) and it worked really really well.
Just don't let your work get rained on - nearly happened to me today.

I thought about following that guide in painting my new laptop for college, but I backed away like a pansy when I suddenly remembered I shelled out nearly $2000 for it.

Though the computer itself, just the barebones (chasis, lcd, and motherboard) cost $760 - that is still good money I could use instead to buy better things like sheet music.
