Is there a way to use Photoshop to open up multiple .TIF files and save them as .BMP files?

YES and it is quite simple. (I'm not 100% sure about Adobe® Photoshop® 6 though)

    Open Adobe® Photoshop® =)
Open one of your .TIF files
Activate Actions Toolbar (or whatever it is called) [Alt+F9 or Window>Actions]
Then Press Record button [red circle]
And now preform the operation that you want to batch later.
IN your case you'd probably just Save As BMP and Close Actions
After you're done with that press Stop Recording [grey square]
and then you go to File>Automate>Batch
now you can choose a folder with your TIFF's and convert them.

    Good luck
