Hey, So I put a computer together a couple months ago, later upgraded the psu, and was to lazy to put the PSU inside of the case so it just sits up top. Anyhow, yesterday I went to plug in a mouse and I put my hand on the PSU and got shocked !

after I disasembled and then reasembled the computer I tried swapping power bars, and to my suprise it fixed the problem!

Has anyone heard of a power bar shorting out or anything like that?

Could be a floating or faulty earth on the power brick. It's not that uncommon in really cheap stuff, although I'd have a look at the power supply/your electrics to make sure it's nothing badly wrong.
