A friend of mine is interested in purchasing a new samsung evo drive for his laptop, but doesn't want to pay extra for the migration kit. Could I simply lend him my external usb sata hard-drive enclosure (it has it's own power input) and he buy the regular evo drive? Apparently they all come with the required software for migrating to SSD, but only the more expensive migration packs include the required cable.

Cloning a drive is cloning a drive, as long as the cloning software can see it, won't matter how it's connected.
