What is the best way to remove the already applied shin-etsu frag tape from a heatsink without damaging it?

I take it you mean not damaging the heatsink. A hot air paint stripper can help by softening the tape, a plastic ice scraper can also be used to scrape it off. Finally some sort of pharmacy alcohol should remove any last traces.

    EDIT: Dead heat postings Phoenix

I've used loads of things, I find the Whiskey is pretty good though ;) i've actually used a lot of those household cleaners which remove sticky gunk "goo-gone" was the best, I cleaned my processor off with it nicely :)

Used one of those blades to scrape the tape off and use clinique scruffing lotion for me to remove the sticky bits left behind. :D
