I'm looking to make a very cheap computer, to play DVDs (not HD), and browse the net. All I've got right now for it is an old DVD Drive and a TV Tuner. My preferred budget is £220, though that's probably far too optimistic. Any suggestions for the spec? Thanks in advance

If you're just browsing the web, you can get a cheaper graphics card and you won't need an aftermarket cooler, since you won't be OC'ing. A 600w PSU is overkill, too, just get a case with an included power supply. Also, he mentioned he had a DVD drive, so that's not an issue. I'd go with something like this instead of your case + gfx. Asus Mini Tower w/300W PSU 31 pounds 8400 GS PCI-e 30 pounds Other than that, whatever RAM you want (2 GB of it) and a cheap motherboard that supports whatever processor you find cheapest (AMD's are cheaper, but Intel's tend to do more with each clock cycle, so don't directly compare them clock-for-clock). Make sure it has PATA or SATA support depending on what kind of DVD drive you have. I'm too lazy to do all of your shopping for you.
If you find your really pushed on that budget, you might also consider a motherboard with on board graphics, will be adequate for playing DVD and surfing. You can always add a graphics card later if you find you need one.
To save on cost going with integrated graphics is a good move. A board based on an AMG 780G or a Nvidia GeForce 8300 chipset may be worth a look. http://www.techreport.com/articles.x/14261/1 http://www.techreport.com/articles.x/14993
