Graphics video card feezing system~!

    hey, ive tried various other forums and all i do is get ****ed off because no one will respond or they just tell me to do something i have already done. Basically i bought a new system the other week. When i have my geforce 4 ti 4600 in it it continually locks up. It does the same thing to my brothers system when put in there. I have come to the conclusion that either i have a defective video card, or my power supply isnt supplying my video card with a good current. It says in motherboard monitor that its only supplying 3.1 volts instead of 3.3 and in asus smart doctor it says the same. I have an OCSystem 430 watt power supply. Any thoughts on this? rather than make this one huge post, ill post 2 more under this one which will just be text i copied and pasted from other forums talking about the problem and what not so if you need more information just look to that. Thanks for any help you can provide me with.

    Actually, rather than copy and paste it all here ill just link you guys to the other forum.. then you can post your reply here. I dont know if this will break rules being that its a different forum that im posting here.. if it is let me know ill edit the post and copy and paste it.

    thats the first post i put up. Im beginning to think it MIGHT be my power supply instead of a defective video card.. so i also posted this:
