    Probably a case of some other website database being accessed and people using same name and password. Not vodafone's fault in this instance.
    This is where a powerhouse like google would be useful in finding the common link between those 1827 and how that database was compromised etc....
    The problem is government + anything IT always results in failure + corruption.

    In an ideal world the governments should only be involved in open source endeavors for the sake of transparency. In this case though, it would be tricky.
