INAL but i thought Article 80(2) of the GDPR (173 of the Data Protection Bill) covered non-profit organisations being permitted to bring cases on behalf of data subjects to seek compensation.

Not from what i can tell, like i said the Data Protection Bill on the Gov website covers non-profit organisations being permitted to bring cases on behalf of data subjects to seek compensation: it's in chapter 6, part 7, section 173.
