I have a more concerning question:

Why do you have this bar that is not suppose to be there... it's a tool bars that tried to be installed.

Oh and to answer your question: Make sure that the Windows Backup service is running. (The name might be different, I am going from memory, I use Win8, sorry.. but go through the services list, and make sure that anything that is related to shadow copy, and backup is running). If they are, restart your computer and see if it works as suggested.

Restarted several times but it just continues to backup?

I will try to kill the service when I workout the servicename. I even deleted the backup image file

I've just checked several machines here in the office. Pretty sure that little bar is standard.

    No bars.
I never saw that bar on any of my computers.

Driving me bloody nuts. Not sure what these acronis references are, took it off a year ago?
I have stopped all related backup services, but it still runs.

Figured it out - if you hit Alt, the Menu bar drops down from that bar. If you then go to View - Toolbars -Lock the Toolbars, the line disappears.
Our machines here must be set up to not lock the toolbars by default.

Hmm interesting, I pop Win7 HDD, and I don't have this option.
Like under View, Control Panel for any other folder location, I don't have anything called "toolbar". I only have Status Bar,

Okay. I deleted every reference to acronis using the clean up tool. As if by magic my backup settings came back. The task bar still shows as continuously backing up. Even though the windows backup service is stopped.
