    They did this because Nvidia/Evga pulled out the 2060KO card at $300. This 2060KO is a boggo basic card with a very restricted power limit, but would have made the 5600XT a very poor choice on price: performance. Rather than drop the price of the 5600XT (and then have to drop everything below it), they bumped the performance so it was JUST below the 5700(non XT) when overclocked.

    Now, here in the UK the Evga 2060KO is £274, with it's restricted power limit. But for £270 you can get a Zotac 2060Mini that doesn't have those restrictions and the cooler is pretty darn capable by all accounts. It doesn't really get any better for the 5600XT as the cheapest model is £255 then they go from £270 to £370 (without the yet release Asus top card), pretty much identical to the 2060's price range of £270 to £390.* Some of those cards are getting into 2060super/5700XT territory. It's all very squished and very jumbled right now.

    Another oddity to throw in is that the chip used in the 2060KO is a cut down TU104, as used in the 2070super-2080super cards. Whilst gaming performance is about where it should be, there are some other odd behaviours:
