Yes, that looks like flake, not metallic. Metallic has a much more even spread of the reflective bits (and finer also), flake is more random like spackle.

i ahve the same paint in my garage and used it a lot of time's, its definately not metallic silver its something else. Can't remember the name tbh but if i can find the spray can in my garage tomorrow, i'll let you know
It is called particle effect silver. The glitter effect is because of the cameras flash. Like Hazer said before there are little flakes (particles) in the paint, it feels very rough when you touch it.
I'd rather call it metallic black/grey ... it's a quite common color in automotive paint, thus easy to find in spray cans. the matalic particles can vary in density, depending on application ( spray gun or can ), size of particles, age of paint ( particles are heavier than paint so they sink on the bottom of the can/gun reservoir ), thinner used ( fast thinners don't let the metalic particles sink on the bottom of the paint layer ) and so on ... From a technical point of view, this looks like an amateur job ( no offense ), as the fan doesn't see to be sanded/primed. Maybe that was the intended effect
There's also some cool textured paints; perhaps that's the look that said modder wanted to get out of it, and he certainly did so.
