Completely depends on the game. I would say you should see at 30 in most though. 512MB should cope with 1080p at low/medium settings.

That converter will need to be plugged into the TV then a DVI cable run from that to the PC. I think DVI cables are more expensive than HDMI so it may work out cheaper to get a cable like the one I posted earlier.

That one would be fine, just check how far you need to run it before buying, getting an extension cable for either end will cost much more than a longer cable.
maple sounds like your TV is only 720p ... what make and model is it? Im guessing you only have a HD Ready TV which is only capable of doing the resolutions of 1360x768 (1280x720). Perhaps get a new TV?
It will play BF3 at Low/Medium and Skyrim on Low. Also handles Fallout 3, New Vegas at Medium. Its a great little card
I was just about to post this as it sounds like 1080i if things are "too small to read" when he selects 1080p.
my cable came today, on same resolution it actually looks worse, more blurrier and washed out, atleast i can get 1920x1080 but its not as good as 1920 x1080 on 5670 with HDMI I can't seem to get 1920x1080 on games, crysis warhead doesn't let me go higher than 1280x720
your TV will be a 720p panel, you cant force more pixels out of it. The 1080i will most likely refer to INPUT, your TV can accept a 1920x1080 signal and downscale it to 1366x768. whats its your TV make and model just to check
on most games i can do 1920x1080 only crysis warhead cant do it at the moment tv is samsung 26 inch but no idea what model i know it isnt 1080p though when i said about the cable looks crap i meant at the same res as with the vga, on dvi to hdmi at 1360x768 its just really crap but with the dvi to vga adaptor its just right, really smooth/ sharp really nice
