For all the rave about Noctua fans, 17 Db doesn't sound very quiet to me. There are some other brands listed as low as 12 Db. What gives?

while setting in my desk chair the ones in my case are silent at 12v. If i get about 5 inches from them then i can barely hear anything coming from them.

Fan noise specs are 99% made up and 1% measurement. Every company measures noise differently, in a different environment, so they rarely [aka never] match up to each other. You can find fans rated for 15 dBa which are louder than fans rated for 30 dBA, because one manufacturer measured from 10m away and the other from 3m. Since every company wants to have the quietest fans with the most airflow, they exaggerate CFM and dBA numbers horribly. Prime example: SilenX.

Ah. Yes, that's becoming more evident the more I look around - there are some top brands rating their fans at 50Db, presumably more because they're honest and scientific than because they make jet engines.
