Eh what problem some details might help :sigh:

As for testing your graphics card boot into os > run games > benchmarks (3D Mark, Aquamark etc). If all runs fine then it's not a graphics card issue. But serious need way more details about your problem as what you've written is very vague.

    he mean these 2 threads

    1
    2

will you stop posting a new thread just as people start to get some were.

    Answer all the questions.

    1. Is it stable and have you looked at the error log?

    2. What happened when you installed and played your game?

    3. Have you updated all your drivers?

    4. Have you tried your old graphics card?

    5. Have you tried resetting your cmos?

Don’t say you have said as you have just formatted, and have not really said if anything change except.

are we now playing fill in the blanks.

right will carry on in this one... not read both the threads but hey, here goes!
Are you using an offboard soundcard (ie PCI) and if so what slot is it in.
That PSU is probably on the edge of not enough. The 12v rails on them are crap... It'd be worth you looking to a new one considering your system spec tbh...
Also, the stuff you stick on 1 string of molexes is important, ie dont stick your gfx and all your hdds on 1 and 8 fans on another... thats pointless... Give the power hungry devices the power they need..... get a splitter or summit to run the fans off if you need to to balance things out a bit...
But as mentioned before it sounds like an IRQ issue, what with thr stuttering with sounds...
Did you play about with any bios settings before installing windows? This might also be a problem, also did you check for spyware or viruses? What at idle is the windows memory useage and PO?

it isnt a virus, i just remforatted, no i dont mess with the bios. integrated sound chip. the funny thing abuot this is the gfx and the sound chip are on teh same IRQ but everyone tells me its fine

ummm i am going to jumper cmos later if i see the problem accour on the new isntall, i am test for that now

can u tell me more about the 12v rails, does this have to do with my psu or my mobo?

    antiscopic (sp???) filtering.

    Makes your textures look pretty.

where as AA makes your edges look smooth.

Grab yourself a multi meter and check ALL of the rails for the PSU, the 12 and 5 can be done from a molex, but pick one as close the the psu as you can...
Stick the black probe on one of the ground pins (or a metal part of the case) and measre the 12 and 5v lines from the yellow and red. To get the 3.3, the easiest way is to again ground to the case and carefully stick the other probe into the ATX connector on one of the ORANGE wires.
Do this at idle, prime load and again 3d load if you can... This probably wouldnt casuse stuttering, more crashing but its best to eliminate one thing at a time..

Another quick q (sorry if its been answered before) but does the stuttering occur with ALL games or just some? Have you (or can you please) run 3dmark01,03 and 05 if possible? None of these have sound so if it stutters during those another avenue be eliminated :)

OK so the gfx stutters then the sound? Can you run 3dmark anways please? and either upload the result the ORB or post a screendump of the individual gametests average fps... also note if its stutters or not...
PSU wise, depends on your budget, Antec or OCZ would be where i'd look tbh...

    yes.

    www.futuremark.com

    I thought 3dmark 03 had some sound tests :/

I think 99.9% of the people on here dont pay for 3d mark. Several reasons for this but thats another story.
