I think we should definitely send up a batch of AI robots to set up a start base, they do all the basics and get things going over a 5 to 10 year period, then man can follow up on foot and take a perm manned position there forever.

Edit: Imagine all the amazing global designs for the first base on Mars / Moon, sure designers have some really cool ideas.
